The document provides PEFA users with guidance on the application of the PEFA supplementary framework for assessing climate responsive PFM (PEFA Climate).

The Framework was piloted in the period July 2020 and November 2023. The initial version was revised after the assessment performed in Samoa and the version is still available for reference in four languages: English, French, Spanish and Portuguese.

The piloting phase aimed to:

(i)   Refine the calibration of indicators and dimensions;

(ii)  Collect countries’ practices in order to include the most relevant examples of good practices in developed and developing countries for each key subject; and

(iii) Gather information to describe the steps to be undertaken for improvement, and reference relevant technical tool kits and implementation guidance.

After completing the piloting phase, the document was peer reviewed by the Sounding Board and other institutions and experts. All comments provided and responses are in the attached Matrix of Comments. The adjustments in the final version from the initial document are attached in a separate document for easy reference.
