After four years of development, consultation and testing the PEFA 2016 Framework was released on February 1, 2016. What is so special about PEFA 2016? What do users think of it? How can it make a difference in understanding and improving public financial management?
In cooperation with the IMF's Fiscal Affairs Department and the World Bank's Governance Global Practice we hosted an exposition and reception on “PEFA 2016 and Other Fiscal Diagnostics”. The event was organized on April 11, at the start of the IMF-WBG Spring Meetings.
We are getting ready to train more than 250 participants from around the world, including government officials, representatives of international institutions, PEFA assessors, and other PEFA users, on PEFA 2016 in Istanbul in April.
PEFA SUCCESS STORY: More than 50 staff from several Danang government departments in Vietnam attended an introductory workshop on PEFA 2016 on 29 February 2016. At the end of a day of information and discussion, Mr. Sang Thanh Le, Director of Danang Department of Finance, declared that the City was ready to take the 10 steps for planning, implementing and using PEFA. Danang will perform a facilitated self-assessment, following the successful approach used by the national Vietnam government in undertaking their PEFA assessment, published in July 2013.
PEFA SUCCESS STORY: The PEFA assessment of the Federal Republic of Brazil in 2009 identified the need for the Federal Court of Accounts of Brazil (Tribunal de Contas da União – TCU) “to go beyond the current practice of a legalistic examination of the statements and reports […] and shift to a focus on the reliability of the systems and management controls underlying the statements and reports”.
The European Commission has acted quickly to raise awareness of PEFA 2016 within its own organization. A seminar was delivered by Lewis Hawke, Head of the PEFA Secretariat, on February 18 in Brussels, attended by staff from several Directorate-Generals with an interest in PEFA. The seminar coincided with a two day training on the application of PEFA 2016 for Commission staff.
PEFA SUCCESS STORY: Liberia has been using PEFA assessments to streamline its PFM reform program. To make the reform program long-term focused, the government decided to carry out a PEFA self-assessment in 2014. This also allowed the government to track the progress made since the last assessment in 2012.
