The Agence Française de Développement (AFD) is promoting the use of the PEFA framework at the subnational level as a key element of PFM reforms in local governments. As a result, AFD recently organized a four-day workshop in Marseilles for officials from local governments of MENA (Middle East North Africa) and SSA (subsaharian) francophone countries as well as for French PFM experts working in international development.
PEFA SUCCESS STORY: In 2009, a PEFA evaluation revealed weaknesses in the way that the Brazilian SAI, the Tribunal de Contas da União, (TCU) audited the consolidated year-end government report. On the basis of this diagnosis, the Heads of the TCU (Ministers) decided to launch a reform designed to enable the Brazilian SAI to perform its financial audit function based on the highest international standards.
The Japan International Cooperation Agency (JICA) has become increasingly interested in making use of PEFA assessments in its development assistance activities, and requested the Secretariat to visit its Tokyo Headquarters to introduce staff and consultants to the PEFA methodology.
The Ministry of Finance in Kuwait has recently taken a renewed interest in the PEFA assessment undertaken by World Bank in 2009 – so much so, that a “PEFA Committee” has been established within the Ministry. This Committee has now been working for some time on gaining a thorough understanding of the PEFA methodology and how the indicators were rated, as well as translating the Secretariat’s ‘Fieldguide’ into Kuwaiti (rather than ‘classical’) Arabic.
The PEFA Secretariat participated in the Vietnam PEFA Assessment 2013 dissemination workshop that took place on July 5, in Nha Trang, Vietnam. The dissemination workshop, led by the Government of Vietnam (GoV) and attended by over 60 officials and Development Partners, discussed the report and its key findings, and also the way forward in view of the international good practices associated with the performance indicators.
At the request of the authorities, the World Bank undertook a PEFA assessment in Kuwait in 2010, and to follow up this work, the Ministry of Finance arranged a workshop in May which was attended by over 60 officials.
The Swiss State Secretariat for Development and Economic Cooperation (SECO) has been working with a number of Regional Governments in Peru to improve the management of Public Finances, for several years.
