Macedonia will conduct a PEFA assessment in 2015, including assessment of 9 indicators from the 2015 testing version. As part of preparatory activities, Lewis Hawke, Head of the PEFA Secretariat, provided a one day introductory training course on PEFA methodology and transition to the upgraded framework.
Kuwait has decided to use the upgraded PEFA testing version, in cooperation with the World Bank and the PEFA Secretariat. His Excellency, Khalifa Hamada, Kuwait’s Undersecretary for Finance said, “We have been examining the PEFA methodology for some time and consider that the upgraded version is most suited to our needs as part of our PFM strengthening initiative. It will also be useful for monitoring progress against our PFM goals.”
Following the public consultation on the draft upgraded PEFA indicator set, the PEFA Partners are pleased to release a version of the entire upgraded PFM Performance Measurement Framework for use in testing at country level.
How well do PFM projects perform? Could things be done better? How can you know? To help answer these and other challenging questions, Lewis Hawke, Head of the PEFA Secretariat, participated in a workshop on impact evaluation in governance and justice. The workshop was hosted by the ieGovern program (a collaboration between the World Bank and UKAID) in Istanbul, Turkey between 27-30 January 2015.
The Agence Française de Développement (AFD) is promoting the use of the PEFA framework at the subnational level as a key element of PFM reforms in local governments. As a result, AFD recently organized a four-day workshop in Marseilles for officials from local governments of MENA (Middle East North Africa) and SSA (subsaharian) francophone countries as well as for French PFM experts working in international development.
PEFA SUCCESS STORY: In 2009, a PEFA evaluation revealed weaknesses in the way that the Brazilian SAI, the Tribunal de Contas da União, (TCU) audited the consolidated year-end government report. On the basis of this diagnosis, the Heads of the TCU (Ministers) decided to launch a reform designed to enable the Brazilian SAI to perform its financial audit function based on the highest international standards.
The Japan International Cooperation Agency (JICA) has become increasingly interested in making use of PEFA assessments in its development assistance activities, and requested the Secretariat to visit its Tokyo Headquarters to introduce staff and consultants to the PEFA methodology.
