The first PEFA assessment using the upgraded PEFA 2016 framework has been published. The Togolese Republic has released the results of the latest PEFA assessment at the national level, the third one following the publication of assessments in 2006 and 2009, and the first one using PEFA 2016. With a strong involvement of the government of Togo, the 2016 assessment was led by the European Commission, financed jointly by the Commission and the African Development Bank, and carried out in close cooperation with the World Bank and the International Monetary Fund.

While not always yet reflected in the overall scores, the PEFA assessment shows that Togo has made significant improvements in (i) budget preparation, by implementing tools and procedures that were not in place in 2009, such as macroeconomic and fiscal forecasts, and alignment of strategic plans and medium-term budgets for some ministries; (ii) managing debt, both internal and external, by producing periodic reports; and (iii) transparency of fiscal information, by aligning the budget classification with international standards, and providing a more comprehensive budget documentation.

The PEFA assessment of Togo has also been awarded the PEFA Check, confirming the adequacy of the quality assurance processes used in planning and implementing the assessment.
