Invited by the Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS), a regional institution related to INTOSAI, the PEFA Secretariat participated in a workshop held in Lima (Peru) from August 20 to August 23.

Around 15 member countries, representing almost all Latin America, were present to discuss the template of a new performance tool for SAI, widely inspired by the PEFA Framework. This work is a follow-up to a meeting held by INTOSAI in Oslo, January 2012, where it was decided to orchestrate such a tool. The Lima meeting was also attended by IDI and the World Bank, who are supporting the project.

Within OLACEFS, an ad hoc commission called CEDEIR is currently working on the tool, in particular, definition of criteria to be assessed through a rating system (scores from D to A) followed by a narrative.

Phil Sinnett, Head of  PEFA Secretariat, and Charles Seibert, PEFA team member and trainer, delivered a 1.5-day PEFA training session, both in English and Spanish, and shared their experiences with the approximately, 25 person audience.  Much interest was shown toward the PEFA methodology and PEFA framework, as the tool is comprehensive, evidence based, provides a lot of information within a standardized report, allowing comparison over time, with its usefulness demonstrated through almost 300 assessments carried out in 135 countries.
